At the October 7, 2025 Committee of the Whole meeting, North Cowichan council received a presentation about a high level response plan on key community safety concerns. The presentation will form a foundation for the updated Safer Community Plan, which is currently being drafted by North Cowichan and in collaboration with the City of Duncan and Cowichan Tribes.
At the same meeting, Council also received information on North Cowichan’s proposed responses to “The Way Out: Cowichan Vision for Wellness,” a plan presented in November 2024 as part of a regional approach to housing, shelter, and other supports for people experiencing or at risk of homelessness.

North Cowichan and the City of Duncan are creating a new Safer Community Plan and we want to hear from people who are most impacted by public disorder related to homelessness, addictions, or mental health in the corridor area.
