According to 2021 Census there are just over 5,000 people in Duncan (Reality check closer to 6,000+) why is that Duncan can move its OPS Sites Twice and North Cowichan with a population of closer to 10,000 can't move the one on York Rd. That also applies to people camping on Sidewalks/parking lots? on Facebook Share Please take down the heading Corridor. It is all over North Cowichan, Duncan, Cowichan Tribes, CVRD. The corridor area is a term used to describe the general area along the Trans Canada Highway through Cowichan Tribes, Duncan, and North Cowichan between Drinkwater Road to the north and the silver bridge (Cowichan River crossing) to the south. The updated Safer Community Plan focuses on this area due to the higher incidences of public disorder related to homelessness, addiction, and mental health issues.

The Overdose Prevention Site is leased and operated by Island Health and any discussion about re-locating that service would need to take place with Island Health senior staff and directors. Municipal governments (including North Cowichan and Duncan) have no input into decisions made by Island Health or other higher levels of government regarding location, hours, services provided, or other operating details.
